This is awesome. If, say, London banned cars - NOPE. But small and historical cities like this should follow identical suit (I might add, build a racetrack “perisphique”). These sort of smart laws would help weed out compromise-cars and keep everyone happy that cars exist. Gotta love it
Can we live without cars in our cities? Definitely. That's what our ancestors did before cars were invented. But please, no horses or donkeys as a replacement. Health improved when beasts of burden were taken off the street and the Pure Surveyors were retired for lack of work. We donrwant to return to the good Ol days. Good PT and cycle paths should be the first order to replace cars.
Cycle paths? This country is obsessed with installing cycle paths (not to mention signage, traffic lights et al) but in a manner which often defies belief.
If you see the urban plan of Pontevedra you know why they do but no just in hundreds city and town of Spain you can go to central with car just walk or public transport ,
The Guardian loves to publish the odd stories about anti-car development in small urban areas, and then try to apply these as examples for greater London. It fits their ideological rhetoric in favour of centralized control.

No supercar spotting there!
As an avid spotter this is blasphemous

I think a stallion confidently marching around Hyde Park Corner would be a delightful sight to see
