Horse drawn carriage racing can be problematic on any road. Sign doesn't say racing with motor vehicles isn't allowed, so... The sign isn't going to stop them but the fact the sign is there reinforces the fact that they are not meant to do it and makes it easier for the rozzers to take action - if they can be bothered to show up...
