Rust can be devilish and difficult to remove, especially on cars. Imagine all of the dirt, water and general grime that sticks to a car over time - it's a lot. So can you restore the car and remove the rust? Yes. Yes you can.
Dustless Blasting have come up with a method to restore any surface back to its original state by mixing abrasive and water together which drastically increases effectiveness and limits dust to a minimum. Compared to the old method of dry blasting, this new way is much cleaner and safer as shown in the video below of rust being removed from a severely rusted car.

Yeah...not rust. That's gold/brown paint. Probably "Saddle Tan" that was available on 60's Chevy Impalas.
There is a very good technique that uses dry ice particles which are blasted onto the surface and it works both mechanically and thermally. It is used for industrial cleaning, removing anti fouling from yachts, restoring timber and removing rust. The video just looks like a domestic Karcher but Karcher also make
the dry ice blasting machines, they were about $35,000 last time I looked into it.
