Sometimes, when I see such abandoned cars, I just feel like touching them and saying, “Everything’s going to be okay “. That’s what these cars need. And I hope this car’s current owner restores it to it’s former glory.

exactly, 66K for this is a bargain. Sell the house, pawn the kids, let the wife get a second job, in a few years this car will let you move anywhere you want..
By the time it is restored it will have practically zero of the original car left. That thing is a mess. Anyone who buys the "restored" version will be over-paying for a project kit car.
It'll be worth 15 x as much, when it is restored, believe me...
