You won't believe this but here in Rome an entire orbital road is closed because of a guy that just got down of a bridge with his Clio crashing on a bus depot...and that happened a week ago.
Well, how about threatening the government to fight them their way? By driving "extra safely" on the road. I do see this scenario as a worst nightmare and I hope this would not become true, but maybe doing this out loud might work out as a lesson not to mess with motorist? Let's imagine there are several groups gathered from 1-3 vehicles in each lane which start the trip on the M1 from both ends all of them doing 10 or 20 mph? (Nothing illegal, just from what I googled out, their isn't a minimum speed limit for UK motorways) And releasing such groups every hour. This would clog up the whole M1 for days, leaving the government no other option than increasing the maximum speed up to 140mph, or even 200mph and putting in a minimum speed limit at 100mph.
There isn't a minimum speed limit as such, but there is the concept of a safe minimum, people have got a smacking for driving slowly at say 40mph before. Although I agree with this idea - just need to find a way to make it possible, just drive at...

Maybe not a 100mph minimum because some cars struggle to get that but I could see something like this working
